Camouflage training for Washington artists

Washington's beauty market is concentrated around Puget Sound. Seattle, Bellevue, Kirkland and Redmond have a large population of professionals who research everything before they book, and a strong demand for subtle, natural-looking cosmetic work. Tacoma and Olympia have busy tattoo communities, Spokane serves the whole Inland Northwest, and Vancouver, Washington shares a market with Portland across the river.

Clients in Washington tend to ask detailed questions about pigments, safety and what a treatment can and cannot do. That suits camouflage, where honest consultations matter more than marketing. The SKINEAV 1:1 Zoom course teaches Washington artists to assess scars and stretch marks, explain realistic expectations, mix pigment for each client and build colour carefully over more than one session. It is live and one-on-one with Evelyn.

Tuition: $2,997 USD for the live online 1:1 Zoom course taught from Canada, or $3,697 USD with the training kit shipped to the US. Payment plans are available, e.g. $500 deposit + 3 x $999. See the US course page for what is included.

How tattoo and permanent cosmetic licensing works in Washington

Washington licenses artists at the state level through the Department of Licensing (DOL), under RCW 18.300. DOL explains that anyone who charges a fee to implant pigment into the skin with a needle needs a tattoo artist license, while anyone who applies permanent eyeliner, brows, lip liner, lip colour or re-pigmentation needs a permanent cosmetic artist license.

At a high level, DOL says applicants must be at least 18 and hold a current bloodborne pathogens certificate, and licenses are valid for one year. Applications can be made online or by mail. DOL also publishes frequently asked questions covering shops, locations and renewals.

Camouflage on scars and stretch marks sits close to both licenses, so ask DOL which one covers the work you plan to do, and check the location requirements for where you will practise. The SKINEAV Certificate of Completion is proof of training. It is not a Washington license.

Where Washington camouflage clients are

  • Seattle: Capitol Hill, Ballard, Queen Anne and South Lake Union, with discerning, research-driven clients
  • Eastside: Bellevue, Kirkland, Redmond and Issaquah, a busy med spa and cosmetic surgery market
  • Tacoma and Olympia: strong tattoo communities and military families near Joint Base Lewis-McChord
  • Spokane: the hub for eastern Washington and northern Idaho
  • Vancouver WA: part of the Portland metro, with clients from both states

Washington's grey winters and bright summers affect how a match reads. See sun protection after camouflage and tummy tuck and breast scar camouflage.

What Washington artists ask before enrolling

"I already hold a permanent cosmetic artist license. Is that enough for camouflage?" Ask DOL. The permanent cosmetic license names re-pigmentation, while body camouflage involves implanting pigment into skin beyond the face. DOL is the only body that can tell you which license applies.

"Seattle clients want very natural results. How do you teach that?" Natural is the goal of all camouflage. The course focuses on undertone, building colour in light layers, and stopping before a match looks heavy. It also covers when a scar is not a good candidate and why saying so builds trust.

"Can I train if I work evenings?" Yes. Because Washington is three hours behind Toronto, Pacific mornings are midday for Evelyn, which makes scheduling easy around evening studio work.

Scheduling from Washington

Washington is on Pacific Time, three hours behind Evelyn in Toronto, all year, because both places change clocks on the same dates. A 9 a.m. Pacific session is noon in Toronto. Many Seattle students book mornings before their studio opens, and every time is confirmed in writing in Pacific Time.

What a training week can look like from Washington

A typical Washington student books a morning theory session on colour and assessment, then a guided practice session later in the week on practice skin. Between sessions you practise mixing, set up a daylight-balanced photo station and draft a consultation form that explains, in plain language, what camouflage can and cannot do. Evelyn reviews all of it with you.

Your first camouflage clients in Washington

Washington clients often find specialists through careful online research and reviews, so your first job is a small, honest portfolio built with consent. Most graduates start with existing clients, then reach out to local surgeons or physical therapists once they have documented cases. The course covers how to present your work without before-and-after hype.

How the course fits a Washington beauty business

Because Washington licenses the artist through DOL, a licensed tattoo or permanent cosmetic artist can usually add camouflage within the shop or practice where they already work, once DOL has confirmed the right license.

The course covers the full basics of camouflage, learning on practice skin, theory, machine and ink, pigment chemistry basics, and the business side: finding your audience, building a pricing strategy you set yourself, and spacing sessions properly. You can add the training kit, you receive a SKINEAV Certificate of Completion, and you get six months of mentorship with Evelyn afterwards. It does not promise clients or income. It gives you a skill, a method and someone to ask when a real case comes in.

See the US course overview for the full curriculum and format.

Licensing note: the SKINEAV Certificate of Completion shows you finished Evelyn's training. It is not a state license, permit or registration. Before you tattoo anyone in the US, check and follow the rules of your state, county and city.
