Camouflage training for Maryland artists

Maryland packs a lot of medicine into a small state. Baltimore is home to world-famous hospitals and research centres, and the Washington, DC suburbs in Montgomery and Prince George's counties have one of the most diverse and highly educated populations in the country. Med spas and cosmetic surgeons cluster in Bethesda, Chevy Chase, Towson and Annapolis, while Columbia, Frederick and the Eastern Shore have growing PMU communities.

Diversity is a big part of camouflage in Maryland. Many clients have brown, deep or olive skin, where a scar that healed lighter can stand out strongly. Matching those tones is skilled work, and it is where the SKINEAV 1:1 Zoom course spends the most time. Training is live and private with Evelyn, taught from Canada.

Tuition: $2,997 USD for the live online 1:1 Zoom course taught from Canada, or $3,697 USD with the training kit shipped to the US. Payment plans are available, e.g. $500 deposit + 3 x $999. See the US course page for what is included.

How tattoo rules work in Maryland

Maryland does not have a statewide tattoo license. The Maryland Department of Health states that it does not license tattoo and body piercing businesses, but it does apply disease control and signage regulations to skin-penetrating body adornment under COMAR 10.06.01.06, along with rules on sharps disposal.

Local jurisdictions fill the gap, and the department notes that its list of them may not be complete. Baltimore City regulates tattoo facilities under Health Code Title 13, which requires a license for the establishment and registration for individual tattooists. Allegany, Calvert and Worcester counties have their own ordinances, and Calvert's rules include permanent makeup in the definition of tattooing.

Call the health department for the county or city where you will work before you offer camouflage, even if you think it has no specific rules. The SKINEAV Certificate of Completion is proof of training, not a Maryland license or local registration.

Where Maryland camouflage clients are

  • Montgomery County: Bethesda, Chevy Chase, Rockville, Silver Spring and Gaithersburg, a large, diverse and affluent market
  • Baltimore City and County: Federal Hill, Canton, Towson and Pikesville, with major hospitals nearby
  • Howard and Anne Arundel counties: Columbia, Ellicott City and Annapolis
  • Prince George's County: one of the largest communities of clients with brown and deep skin tones in the US
  • Frederick and the Eastern Shore: smaller markets with very few specialists

Read camouflage on deeper skin tones and stretch marks on dark skin to see why careful assessment comes first.

What Maryland artists ask before enrolling

"My county has no tattoo ordinance. Can I just start?" Not without checking. State disease control and signage rules still apply, local rules change, and business licensing and zoning may apply too. Ask your county health department in writing.

"Most of my clients have deep skin tones. Will this course cover that?" Yes. Colour matching on brown and deep skin, and recognising scars that should not be treated, are central to the training.

"I work in a DC med spa but live in Maryland. Which rules apply?" The rules of the place where you perform the work apply. Washington, DC has its own requirements, separate from Maryland's counties.

Scheduling from Maryland

Maryland is on Eastern Time, the same as Evelyn in Toronto, so there is no time difference. Daylight saving changes on the same dates. Many DC-area students book early morning sessions before their commute.

What a training week can look like from Maryland

A typical week mixes one session on colour theory and assessment, often focused on undertones in brown and deep skin, with one live practice session on practice skin while Evelyn watches your technique on camera. Between sessions you build a consultation form, a consent process and a photo setup that shows skin tones accurately.

Your first camouflage clients in Maryland

Maryland's hospitals and diverse suburbs create real demand, but first clients usually come from people who already trust you. Many graduates start with existing PMU or tattoo clients, build a consent-based portfolio, then approach dermatologists and surgeons. The course covers how to explain camouflage honestly, without promising results.

How the course fits a Maryland beauty business

Because Maryland rules are set county by county, most students add camouflage inside a studio that already meets local requirements, which keeps things simple.

The course covers the full basics of camouflage, learning on practice skin, theory, machine and ink, pigment chemistry basics, and the business side: finding your audience, building a pricing strategy you set yourself, and spacing sessions properly. You can add the training kit, you receive a SKINEAV Certificate of Completion, and you get six months of mentorship with Evelyn afterwards. It does not promise clients or income. It gives you a skill, a method and someone to ask when a real case comes in.

See the US course overview for the full curriculum and format.

Licensing note: the SKINEAV Certificate of Completion shows you finished Evelyn's training. It is not a state license, permit or registration. Before you tattoo anyone in the US, check and follow the rules of your state, county and city.
